1. What is the MPI GDL Program?
The Graduated Driver Licensing (GDL) program is operated by Manitoba Public Insurance (MPI), the provincial corporation responsible for vehicle insurance and driver licensing in Manitoba. Established in 2002, the GDL ensures all new drivers gain real-road experience before being granted full driving privileges.
According to MPI's 2024 annual report, drivers in the GDL programme are involved in 30% fewer at-fault collisions in their first year of full licensing than drivers issued a licence without supervised practice.

2. Stage 1 (Learner) eligibility
To register for the Class 5 Knowledge Test at any MPI Service Centre, the applicant must:
- Be at least 16 years old.
- If under 18, present parental or guardian consent on the MPI form.
- Provide acceptable proof of identity per MPI ID matrix (Manitoba birth certificate, Canadian passport, Permanent Resident card, etc.).
- Pass an on-site vision test (with corrective lenses if needed).
- Pay the test fee (CAD $10 knowledge test + CAD $20 for licence card).
2.1 Required documents at MPI
MPI requires:
- Primary identification (Canadian/Manitoba birth certificate, Canadian passport, PR card).
- Secondary identification (Manitoba Health Card, Social Insurance Number, utility bill).
- Address proof (driver's licence must show Manitoba address — utility bill or lease accepted).
Newcomer tip: if you arrived in Manitoba less than 90 days ago and you have a valid foreign licence, you can drive on it for up to 90 days. If you come from a reciprocal jurisdiction (USA, UK, France, Germany, Australia, Switzerland, Austria, Belgium, South Korea, Taiwan, Japan, New Zealand), you may exchange your licence at MPI without testing. Otherwise, you must restart at Stage 1.
3. The MPI Class 5 Knowledge Test
The official MPI knowledge test is based on the Manitoba Driver's Handbook published by MPI and freely available online.
- Number of questions: 25 multiple-choice (4 options each).
- Pass mark: 20 correct out of 25 (80%).
- Format: on-screen at any MPI Service Centre.
- Duration: no strict time limit, usually 30 minutes.
- Fee: CAD $10 per attempt.
- Languages: English, French, Tagalog, Punjabi, Spanish, Ukrainian (varies by Service Centre).

4. Stage 1 Learner restrictions
Once Stage 1 is issued, the driver must comply with these mandatory conditions at all times:
- Zero alcohol (0% BAC): driver and supervisor must be at 0%.
- Supervised driving only: a fully licensed Class 5 driver (Stage 3 Full), age 18+, must be in the front passenger seat at all times.
- No driving between midnight and 5:00 AM.
- No more passengers than seatbelts.
- No electronic devices (hand-held and hands-free both prohibited).
- L sign required on rear of vehicle (red on white).
- Maximum 4 demerits (after 4 demerits, MPI sends a warning letter).
Strict MPI rule: any detectable alcohol by a Stage 1 or Stage 2 driver triggers an immediate 24-hour roadside suspension AND a 30-day Administrative Licence Suspension. Class 5L drivers who fail will be required to restart from the beginning of Stage 1.
5. Moving from Stage 1 to Stage 2 (Intermediate)
After holding Stage 1 for at least 9 months (or 6 months if you complete a high-school Driver Education Course), you may book the Class 5 Road Test at any MPI Service Centre.
The Road Test lasts approximately 45 minutes, covering urban and rural driving, parking, intersections and basic manoeuvres. If passed, you receive Stage 2 Intermediate (Class 5I). Several restrictions still apply:
- Zero alcohol.
- L sign replaced by N sign (or removed depending on MPI updates 2025).
- Max 4 demerits before warning.
- One passenger maximum in addition to family members during first 6 months.
- No driving between midnight and 5 AM.
6. Reaching Stage 3 (Full Class 5)
After 15 months in Stage 2 with no driving suspensions or 4+ demerit incidents, the driver automatically graduates to Stage 3 Full Class 5. No additional road test is required at this point.
Total time from Stage 1 to Full Class 5: minimum 24 months (9 + 15), or 21 months with the high-school Driver Education Course (6 + 15).
Practical scenario — typical timeline in Winnipeg
Amina arrives in Winnipeg from Cameroon at age 17 with parental consent. She studies the MPI Manitoba Driver's Handbook for 5 weeks, passes the Class 5 Knowledge Test on June 1, 2026 (22/25). She practises with her aunt (Class 5 Full) for 9 months. On March 1, 2027 she passes the Class 5 Road Test and enters Stage 2. After 15 months (June 1, 2028), she automatically graduates to Stage 3 Full — total 24 months from start.
7. Common mistakes to avoid
- Booking the knowledge test without studying the entire MPI Manitoba Driver's Handbook.
- Forgetting parental consent if under 18.
- Driving as Stage 1 without an appropriate Class 5 Full supervisor.
- Driving without the L sign on rear.
- Using a hands-free cellphone as Stage 1 or Stage 2.
