Lesson 01 — The Alberta GDL Program

Understand the three stages Class 7 → Class 5-GDL → Class 5 set by Alberta Transportation and Alberta Registries.

1. What is the Alberta GDL Program?

The Alberta Graduated Driver Licensing Program (GDL) is the official driver licensing system administered by Alberta Transportation since 2003. It is a three-stage process that ensures new drivers gain real-road experience before being granted full driving privileges.

According to Alberta Transportation (2023 data), drivers who complete the GDL have over 25% fewer collisions than drivers issued a full licence without supervised practice.

2. Class 7 eligibility

The Class 7 Learner permit is available from the age of 14, one of the lowest in Canada. To register for the knowledge test at any Alberta Registries agent:

  • Be at least 14 years old.
  • If under 18, present parental or guardian consent on the official Alberta Registries form.
  • Provide acceptable proof of identity (Canadian birth certificate, passport, PR card, etc.).
  • Pass an on-site vision test (with corrective lenses if needed).
  • Pay the test fee (~CAD $93 for the licence + ~$17 for the test, varies by registry agent).

2.1 Required documents

Alberta Registries requires identity documents under the Government of Alberta ID guidelines: primary (Canadian/Alberta birth certificate, Canadian passport, Permanent Resident card, Canadian Citizenship card) + supporting (utility bill, bank statement, lease).

Newcomer tip: if you arrived in Alberta less than 90 days ago and you have a valid foreign licence, you can drive on it for up to 90 days. If you come from a reciprocal jurisdiction (USA, UK, France, Germany, Australia, etc.), you may exchange your licence without testing. Otherwise, you must restart at Class 7.

3. The Class 7 Knowledge Test

The official Alberta knowledge test is based on the Basic Driver's Handbook (Alberta Driver's Guide) published by Alberta Transportation and freely available online.

  • Number of questions: 30 multiple-choice (4 options each).
  • Pass mark: 24 correct answers out of 30 (80%).
  • Format: on-screen at any Alberta Registries agent (computer-based touchscreen).
  • Duration: no strict time limit, usually 30 minutes.
  • Fee: ~CAD $17 per attempt (varies by registry).
  • Languages available: English (default), French and other languages by request at some agents.

4. Class 7 Learner restrictions

Once the Class 7 is issued, the driver must comply with these mandatory conditions at all times:

  • Zero alcohol (0% BAC): driver and supervisor must be at 0% blood alcohol concentration.
  • Supervised driving only: a fully licensed Class 1, 2, 3, 4 or 5 (NOT GDL) driver, age 18+, must be seated in the front passenger seat.
  • No driving between midnight and 5:00 AM.
  • No more passengers than seatbelts.
  • No electronic devices (hand-held or hands-free, all prohibited).
  • Maximum 8 demerit points (one less than full licence holders).
Strict Alberta rule: a Class 7 driver caught with a BAC above 0% will receive an immediate 30-day Administrative Licence Suspension (ALS) and a 7-day vehicle seizure. Repeat offences extend the suspension to 90 days, and the driver must restart the GDL.

5. Moving from Class 7 to Class 5-GDL

After holding the Class 7 for at least 12 months with no traffic convictions, you may book the Class 5 Basic (Standard) Road Test at any Alberta Registries agent. This test lasts approximately 30-40 minutes, covering urban driving, intersections, parking and basic manoeuvres.

If passed, you receive the Class 5-GDL (Probationary) licence. You can now drive alone, but several restrictions still apply:

  • Zero alcohol (0% BAC).
  • Maximum 8 demerit points (vs 15 for full Class 5).
  • You cannot upgrade to other classes (Class 1, 2, 3, 4) until you reach full Class 5.
  • Stay in 5-GDL for at least 24 months without suspensions before taking the Advanced Road Test.

6. Reaching the full Class 5 licence

After 24 months in Class 5-GDL with no suspensions or 4+ demerit incidents, you may book the Class 5 Advanced Road Test. This test lasts approximately 60 minutes and tests advanced driving skills including highway merging, complex intersections, parallel parking and hazard perception. Once passed, the full Class 5 licence is issued, with no GDL restrictions.

Practical scenario — typical timeline in Calgary

Daniel arrives in Calgary from Cameroon at age 18. He studies the Alberta Driver's Guide for 5 weeks, passes the Class 7 Knowledge Test on May 1, 2026 (27/30). He practises with his uncle (Class 5 full) for 12 months. On May 5, 2027, he passes the Class 5 Basic Road Test and gets Class 5-GDL. After 24 months, he passes the Advanced Road Test and obtains full Class 5 — total 36 months.

7. Common mistakes to avoid

  • Booking the knowledge test without studying the entire Driver's Guide.
  • Forgetting parental consent if under 18.
  • Driving as Class 7 without a qualified supervisor (must be 18+ and full-class).
  • Using a hands-free cellphone as Class 7 or 5-GDL.
  • Believing «one beer is OK» — zero tolerance is strict.
